I am invited to consider whether the carriage of deck passengers should not be restricted in the same way as regards voyage, as it is already restricted as regards number, and my attention is drawn to the discrepancy existing between the law of England and that of the Straits Settlements on this subject of deck passengers.
In reply, I have the honour to transmit, for Your Lordship's consideration, a copy of a report from the Emigration Officer, in which he advises against any restriction in the law relating to the carriage of deck passengers. The reasons for this Officer's views are fully set out in the Report, so that I need add nothing beyond expressing my concurrence in the views adopted by the Emigration Officer.
